An eleven member Board of Directors supported by a professional staff governs Tri Delta Transit. The Board of Directors includes two representatives from each of the four incorporated cities served by Tri Delta Transit, two representatives from the county, and one at-large member appointed by the other members of the board. The board meets once a month at Tri Delta Transit’s administrative office.

Supervisor Diane Burgis proudly serves the 222,000 residents of Contra Costa County’s 3rd Supervisorial District, including Antioch, Bethel Island, Brentwood, Byron, Discovery Bay, Knightsen, and Oakley in East Contra Costa County.

She was elected to office in 2016 and re-elected in 2020 and 2024.

Diane serves on over 30 Board of Supervisor and regional committees, including as Chair of the Legislation Committee; Internal Operations Committee; and the Transportation, Water & Infrastructure Committee. As Chair of California’s Delta Protection Commission, she also serves as its representative on the State’s Delta Stewardship Council.

Diane’s priorities include protecting and enhancing the Delta ecosystem and water quality; promoting public safety with improved fire protection and law enforcement coverage; addressing the homelessness and housing affordability crisis; improving mental health response; bringing more services to East County; and building our local economy to bring jobs closer to home.

Prior to being elected to the Contra Costa County Board of Supervisors in 2016, Diane served as a trustee on the East Bay Regional Parks District Board, a member of the Oakley City Council, and as the Executive Director of Friends of the Marsh Creek Watershed.

Diane has called Contra Costa County home for most of her life. She raised her three sons in Oakley, and is a proud grandmother of two.

Angelica “Angie” Lopez, Esq. is a faith-based, driven, and dedicated family law attorney serving the Bay Area, with a passion for justice and mental health advocacy. Having personally faced many challenges, she works every day to help people feel seen, and connected.

Growing up her entire life in Pittsburg, she became the first Chicana to serve her community as councilwoman when she was elected in 2022, where she champions initiatives that foster a more compassionate and resource-rich community for individuals struggling in silence. Her public service extends to her roles on the boards of NAMI Contra Costa, Tri Delta Transit, MCE, and serves on the City of Pittsburg Public Safety Subcommittee and 2×2 (Pittsburg Unified School District).

Louis Jesus Rocha is a respected public servant and community leader dedicated to improving the quality of life for residents through thoughtful leadership, responsible governance, and community engagement. Throughout his career in public service, Rocha has worked to promote strong neighborhoods, economic vitality, public safety, and transparent government.

Rocha has earned a reputation for his commitment to practical solutions and collaborative leadership. He has been actively involved in addressing important community issues including housing, economic development, public safety, and responsible fiscal planning. His approach emphasizes listening to residents, building consensus, and ensuring that public policy decisions reflect the needs and priorities of the community.

In his role as a civic leader, Rocha has consistently supported initiatives that strengthen local infrastructure, expand opportunities for families and businesses, and protect the long-term financial stability of the community. He is known for his focus on accountability, strategic planning, and effective partnerships with local, regional, and state organizations.

Rocha believes that strong communities are built through active participation, transparency in government, and a shared commitment to the public good. His leadership reflects a dedication to service, integrity, and ensuring that future generations benefit from responsible decision-making today.

Susannah Meyer is a Bay Area native and a resident of Brentwood. She was elected Mayor of Brentwood in 2024 and has served on the Council since 2020.  Susannah is the Executive Director of Empowered Aging – a nonprofit host of the state-mandated Ombudsman Program. In this role she serves on advisory and advocacy committees, such as CCTA’s Accessible Transportation Strategic Plan Task Force, throughout the three counties her agency represents – Contra Costa, Solano, and Alameda. More recently, she was appointed to the statewide Disability and Aging Community Living Advisory Committee.

Previous work includes many years in the aging and disabilities arena through various personal and professional roles and time working for the CA State Senate, with a focus on state legislation impact on aging and nonprofits.

In addition to her primary career serving as Mayor and serving on the Tri Delta Transit Board, she is a member of the Brentwood Lions, is a wife, mother, and grandmother, and has been a lifelong volunteer and advocate with a desire to serve and to make a difference.

Shannon Shaw serves on the Oakley City Council representing District 4 and previously served as Mayor of the City of Oakley. A dedicated public servant and community advocate, Shannon brings extensive leadership and administrative experience to her work in local government.

Throughout her time in public service, Shannon has been committed to strengthening the Oakley community through thoughtful leadership, transparency, and collaboration. On the City Council, she has worked to advance priorities including responsible economic development, improved transportation infrastructure, enhanced public safety, expanded community amenities, and a high quality of life for Oakley residents. She has been actively involved in initiatives that support improved mobility and connectivity for the region, recognizing that transportation planning plays a critical role in economic growth and community accessibility.

Shannon has also worked to support projects that bring new businesses, retail opportunities, and community resources to Oakley while preserving the city’s strong sense of community. Her work has included efforts to improve local infrastructure, support long-term planning, and advocate for projects that benefit both residents and local businesses.

In addition to her council service, Shannon is an engaged community leader who works closely with local service organizations, schools, and nonprofit groups. She has partnered with organizations such as the Rotary Club of Oakley on initiatives like Girls Empowerment Day and supports community programs including local food drives, youth development programs, and library advocacy efforts.

Shannon is passionate about mentorship and leadership development, often sharing lessons from her experiences with young people and community groups. Her approach to public service is rooted in the belief that strong communities are built through integrity, service, collaboration, and a commitment to helping others succeed.

Shannon lives in Oakley with her family and remains dedicated to serving the residents of District 4 and the broader Oakley community.

 

Anissa Williams is a two term Oakley City council member and former Mayor dedicated to practical, community-driven solutions. With experience in state government and a Master of Public Administration, she focuses on fiscal responsibility, public accountability, and regional collaboration.

A longtime East County resident and mother of three, as well as a non profit director for a youth organization, Anissa understands firsthand how reliable transportation supports working families, students, and local businesses. As a Tri Delta Transit board member, she is committed to improving mobility, strengthening regional connectivity, and ensuring transit investments reflect the everyday needs of the communities she serves.

Dionne Adams is the Director of Diversity, Equity, Inclusion and Belonging at Pacific Gas & Electric Company headquartered in Oakland, CA. She has been with PG&E for over 20 years and served in roles of increasing responsibilities within human resources, supply chain responsibility, regulatory affairs, and customer care line of business functions.

In her current role, Dionne provides strategic oversight of the company’s DEIB strategy focused on creating and sustaining a work environment where every member of their 25,000 person workforce feels known, loved and proud to work with and for PG&E.

In the community, she serves as an elected City Councilmember for her hometown of Pittsburg and as an Advisory Board Member of Tri-Delta Transit. In these roles Dionne works to drive equity and inclusion for members of the community in the areas of job creation, housing, public safety and accessibility.

Dionne is a California native and holds a Master of Public Administration from Golden Gate University and a Bachelor of Science of Business with an emphasis in Marketing from San Francisco State University.

Shanelle Scales-Preston was elected to the Pittsburg City Council in 2018 and served as Mayor 2023. Her priorities have been to strengthen youth programs and improve city services to create a strong and vibrant community. In 2024, she was elected to fill the seat of retired Contra Costa County Supervisor Federal Glover, and became the first women and women of color to do so.

Pittsburg is Shanelle’s home and has shaped who she is today. Her father owned a small business and was a member of UA 342 and her mother worked at the local glass factory. She understands the day-to-day struggles we all face. Shanelle’s strong ties to the community are built from her relationships with neighbors, her church and the organizations she volunteers for, including the Gateway Rotary Club and the Pittsburg Reads initiative.

Shanelle has extensive regional experience. She is Chair of the Board for MCE, the local electricity provider, is Chair of TransPlan which coordinates regional transportation projects and transit services in East County and is President of the League of California Cities East Bay Division.

Our community’s strength lies in its diversity and Shanelle has worked to ensure every voice is heard and valued. Her community service started in the federal government more than twenty years ago where she learned to effectively advocate for residents and local governments navigating difficult bureaucracies and fix problems. Shanelle has worked in communities across Contra Costa County her entire career and has built lasting relationships with residents here.

Shanelle earned her degree from California State University East Bay. She and her husband are raising their two sons in Pittsburg.
